2 OFFICIAL SYSTEM = U7,U9,U11,U13,U18,U21
Each official covers two thirds of the total ice surface. This coverage overlaps in the neutral zone.
Penalty Procedures: Penalties can be assessed by either official, anywhere on the ice, where there is
an infraction
Line Change Procedure: It is the official not dropping the puck that performs the line change
procedure
U9 to U13 & U18/21 – (2 Official System) Ice Hockey Officials are developing each time they officiate a game. Like players, all officials have a position to attend based on position of the puck. They are not ever “in the way”. Players need to learn to work around the official in the same manner the official is expected to work around the players & puck. The 2 Official System is used because it is cost effective and allows our officials to develop an all-around sense of line rules, face offs and different fouls during the game. Any dispute of the rules should first be verified with the Hockey Canada Rule Book
3 OFFICIAL SYSTEM = U15
In the three-official system, the referee is the person in charge and has the final decision in all
situations
All face-offs are conducted by the linesperson for that half of the ice (the linesperson who is
conducting the face-off should retrieve the puck)
Penalty Procedures: Penalties can be assessed by the Referee (Red Arm Bands)
Line Change Procedure: It is the referee that performs the line change procedure
U15 – Sarnia Hockey in Partnership with the Bluewater Referees Association utilizes our U15 Division as a training ground for officials to learn 3 Official System. Any BRA Officials interested in graduating to LEVEL 3 are usually given some familiarization prior to being assessed and approved to attend the Level 3 clinic later in the season
IF THE ASSIGNED GAME OFFICIALS ARE NOT IN ATTENDANCE TO START A SCHEDULED REC LEAGUE GAME - REFER TO HOCKEY CANADA RULE 5.2(K)
5.2 (k) If for whatever reason, the appointed Referee(s) or Linesperson(s) are prevented from
appearing, the Managers or Coaches of the two competing clubs will agree on the
Referee(s) and Linesperson(s). If they are unable to agree, they will appoint a player
from each team who will act as officials.
If the regularly appointed officials appear during the progress of the game, they will
replace the temporary officials immediately.
